You can morph the photos and dress your dog up like the Santa, merge them with a number of other poses and give it some final touches by framing the final picture in a golden/titanium/ceramic photo frame. Hanging this frame as-is on the tree or clubbing it with some other ornaments, shall give your tree a unique distinct look.

You can also buy small stuffed toys of dogs from different breeds. You can then add a bit of glitter and shimmer using ribbons etc. atop the soft toys. Hanging these toys on the tree in a circular fashion, can be really soothing to the eyes and can be a great ornament if your dog is relatively young. There are a number of other ideas that you can invent/discover to give your Christmas Tree a whole new look and feel- keep thinking!
