You must first have a website before you can apply for a Google Adsense account and start profiting from Google AdSense. You are more likely to be rejected if you use a free domain, so invest in your own domain. Google AdSense allows you to view your account and earnings information at any time, and once a month you will receive a check for the amount of money you earned.

It's the companies that is inside the affiliate programs you might have to pay a smaller fee to but never for signing up with the programs.
